Can the SPS be amended to include blank boxes to fill in for usage of the chemical?

The SPS is almost a completed Risk Assessment, can the SPS be amended to include the details from the RA, so that the RA doesn't need to be written? We often find that RA's don't get written when they should and get left out, if the SPS cannot be amended, can you add a 'once the SDS is approved the RA must be written before the product is launched' button, the creator of the entry then needs to complete an RA before it gets published.
