Provide possibility to omit unnecessary subheadings in Information Data Sheets for non-classified substances/mixtures.

Currently all subsections come up in the final version of the Information sheet, although several may not be relevant or needed where the components are non-hazardous.  The final version of the Information sheet appears untidy and incomplete when published, presenting several subheadings with no information.  Eco Publisher should offer flexibility to omit subsections where there are no legal requirements to provide the full data set.

    Additonally, Information Data sheets are not regulated by Regulation 2015/830 and therefore the heading on the Information Data Sheet is incorrect.Should be deleted.
