Update of Exposure Scenrio Module

Add standard phrases in all the fields of the ES-module. Standard phrases are missing accept in a few fields.

Add fields for PROCs under section 1 along with ERCS SUs and PCs, now they are under section 2. Our suppliers all have the procs under section 1.

Add fields for adding data. Now there are only fields for writing. not suitable for easy translation of ES.
