In Publisher editor: Different order for option list in "Not transport in bulk" in different languages

Would very useful to have options in the same order in every languages.

Now they are in alphapetical order - so not comparable. Attached good example in French sds and in German sds.

This is relevant for other dropdown menus too, For example in section 2.2 signal word.
