Make Reseller more like Chemical Manager so that Distributors don't have to use two different systems.

Distributors need a more simple system for a chemical list combined with risk management. They do not open and use any products, they only store and distribute them. It's seems like waste to have to buy both Reseller and Chemical Manager for the one and same chemical list.
