Enable expired locations

Ghost locations tree for storage of expired locations, for system administrator re-use when needed.

It would be valuable if the system administrator was able to set locations as expired.

Reasoning:

We have handled this by adding "epired locations" to our existing structure. The problem with this is that the locations are still listed in product information view where you can see all locations the product is added to. It would be better if the locations were "passive" and that they could be "reactivated" if needed.
