Enable the user to add/include other persons than registered users as responsible for measures.

We understand the relative value of this suggestion. However, the traceability of responsible person is important to enable us to build smart notifications and work-lists which is why we will not be implementing this at the moment.

We will however store this suggestion for reference for the next round of development on this feature.
