Optional Removal of default RA templates

There are currently two default RA templates on English language clients of CM. In some cases, these are not necessary and the option to remove them would tidy up the system for clients.

    Any template can be deactivated from the Smartforms module by users with the correct permission. Also, now only one version of a each template is listed in the Templates filter in the Risk Assessments view, although including all versions.
    In addition; if any management needs to be done with a specific template that is covering national legislation (UK specific or Sweden specific templates for example), please contact your local EcoOnline office, as these templates are managed locally.
