Make draft of the risk assessment available to certain reader user.

Sometimes, for example, supervisors need to approve the risk assessment because they are the ones who know best about how the chemicals are used. Therefore, it would be good if they could see draft risk assessments, and also sign them. (They do not need any other administrative authority)

Maybe you can create a special user account for this, reading users who can also see and approve risk assessments
