Include risk reduction factor (%) in the new Chemical Manager

We need to visualize type of engineering controls/meassures taken to reduce the risk and the risk reduction factor for chemicals.

No need to make it any more "complicated" than in the old Chemical manager.

We cannot use the new Chemical Manager risk assessment until this function is available.
