Add products without SDS

We need a new category added to SDS Request page. Users in UK/Ireland will create risk/coshh assessments on products that do not have or require an SDS, like vapours or dust. The user needs to be able to still add the product and mark it as no sds required.

    The Local Publisher module in the old CM interface can be used for registrating those risks/hazards that occur on the workplace but does not come with an SDS, vapour, dust, biological risks, hazards that occur when using unclassified chemicals in a specific way, waste...
