Add EU no 98/2013, Regulation on the marked and use of explosive precursors (forskrift om håndtering av utgangsstoffer for eksplosiver)

All users of Chemical Manager, should be aware and take action, if they have stored or / and use chemicals that contain ingredients that are listed in EU no 98/2013 (forskrift om håndtering av utgangsstoffer for eksplosiver). There are regulation regarding who can buy, sell, store and use these kind of products. Not all suppliers / producers inform their customer about these products. It is not allowed to sell, store and use for consumers, only for companies. This is a EU regulation, with some variations for each country. But the ingredient list, is the same in EU / EEU.

    Annex I and Annex II to EU regulation 2019/1148 added as legislation lists (EU) 2019/1148 replacing (EU) 98/2013.
