There should be a possibility for a read user to search in the global database. Because this would increase the value of the solution in security for the customer. If an accident happens and you don't have the chemical in your local library yet (you should, but that is not always the case), then you should be able to search for all substances to find first aid information. It's an extra security level, but of course the read user should not be able to add any SDS.
