Divide between location (storage risk assessment) and use risk assessment (possible to make several risk assessments)

At the University level, it would enhance the usability of the portal by enabling several user/usage risk assessments. The risk of using a chemical in a course (indoor) would be quite different from what it could be in an outdoor setting.
