Standard (=fixed) order of "Legislation lists" in left side to filter product lists.

Now the different lists are sorted by the amount of hits in each legislation list.

For example in Finland  it's not so interesting to see how many hits you have in Swedish lists. More important is to see REACH and EU lists first then local lists.

    The Legislation List module is rebuilt to display adequate lists in a dropdown before the search result is displayed. The dropdown displays the lists in a fixed order, and is first filtered down with the Location and Legislation area dropdowns.
