Super administrator rights for sub-organization within a large organization

We are a big organization with separate sub-organizations. We super administrators within a sub-organization hasn't the same rights to change the database as the super administrator "on the top level". We would like to do changes within the database, for example create own fields, but today we have to go to the top super administrator to get the changes done. We would like to have the same rights to do the changes in the database we are working in (i.e. the sub-organization).
