Make Chemical Approvals visible to all users with access to the same location.

This would improve collaboration, reduce dependency on individual users, and help prevent duplicate approval requests for the same chemical product. Currently, only the user who created the approval request and system administrators can view the Chemical Approval and its outcome. As a result, other users at the same location cannot see or follow up on existing approvals, making collaboration more difficult and increasing the risk of multiple approval requests being submitted for the same product.

This enhancement would improve transparency, support teamwork, and increase the overall efficiency of the Chemical Approval process.
