add COMAH as 'Legislation List'

It would be very useful if the COMAH regulations could be added on the Legislation List. I would request that the Product List could be filtered for COMAH which would pick out all products with qualifying 'Named Substance' or 'Hazard phrase' and their amounts. I could then use Chemical Manager to run a report on my COMAH inventory.
