SDS request as part of the approval process in Chemical Approval

When a user has submitted a request for Chemical Approval and not attached a SDS with the request, and the evaluator are not able to find the SDS in the database and want to add it to the request without declining it and having the requestor submitting another request - it would be useful to be able to upload the SDS or add a SDS-request as a part of the evaluation the same way as in Search.
