Users are able to create risk assessments for SDS request temporary files
The idea behind allowing admins to create risk assessments from the temporary file is, that you should be allowed to perform and document a risk assessment before you put your workers to work with a new chemical that EcoOnline's Services team has not yet managed to add to our database. If this is not a possibility, then the risk assessment has to be carried out and communicated outside of Chemical Manager before work with the new chemical is started.
