When creating an admin user without | EcoOnline public idea portal

When creating an admin user without more licenses it would be great to get an error message that says so

As it is now, you get an error messages that says nothing and it very confusing because you cannot see how many users you have and how many you have access to in the User module so you hae no idea why you get that error
