Today you can decide who will not have access to a specific location down the location tree by unticking that box. But you must remember to do that every time you change a persons permission or set up a new user. If you instead could define on a location level that these locations are "blacklisted" they will not appear unless you give a user the specific permission to access blacklisted locations. So both a new location setting and a new user setting.
