Add list "Recommendations for inclusion in the Authorisation List" to Legislation module. Reach Annex XIV.

It would be very useful to get list of substances, which are recommended to add to authorisation by ECHA.
Good to see and count how many product actually have these recommended substances in order to make quick changes in case some of the recommendations are going to be included in Annex XIV.
