Add standard phrase that can be used to indicate that an SDS is not required Merged

In some cases, it may be desired to compile an SDS even though it is not required for a product.

In ECHAs Guidance on the compilation of safety data sheets, 2.21, it is recommended to indicate in the document that the substance or mixture does not legally require an SDS, to avoid unnecessary compliance and conformity issues.

It would be valuable  to include a standard phrase for this.

Examle:

 "This product does not contain any substances in concentrations that require the issuing of an SDS, however an SDS has been issued to communicate information about its handling."
