Modify H- and P-phrases

When you modify h- or p-phrases in the current system, they are not saved anywhere. This causes a lot of manual work, users would like to get them into own phrase library, so that they would be able to use them in another SDS, too.

    This will not be changed.

    All phrases are made available in the publisher editor for all users. These are regulated and deviations are not allowed. 

    It is possible to add phrases as free text.
