Substances in Local Publisher vs. Publisher

When a company has Archive and Publisher available under the same login, they are able to add substances in both systems. 

Substances added in either are visible in both systems, but only editable from where they where created in the first place.

Solution:

Make all substances created editable from both systems (preferred)

or

Do not show substances from Local Publisher in Publisher (and the other way around)
