OHS chemical report should show all SDSs independent of language

Currently the chemical report lists only SDSs with the system's language. Although in an ideal situation all the SDSs would be in the user's language, this is not usually the case. At least in Finland almost all users have at least some SDSs in English, and can use both Finnish and Swedish SDSs if they please. So please make the chemical report independent of user/SDS language!

    The same goes for Legislation tab aswell. If a physical location is situated in Norway, there might have som issues with getting all SDS in Norwegian, and thus might some be in English. When I use the Legislation tab I still want to recieve the result from ALL SDS in that location, regardless of which language they are printed in. If my company has work places in several countries, I can narrow down my result by selecting the particular location I am interested in.
