Remove in section 16 the CLP classification information

Remove from section 16 "Classification according to Regulation (EC) No 1272/2008 [CLP / GHS]", it is no longer needed because CLP is now used also for mixtures or at leaast open the field that th einformation can be manually removed. For substances there is same information twice in section 16.
