Make it possible to produce a "environmental accounting" directly in Ecoonline

Give the License (to those who only have the opportunity to read/print) to register their own accounting for their Chemicals (how much they buy and how much they use, and then in the end give a summery for the year). To make it simpler to keep an overview for everyone.
