Add possibility to attach documents in Administer information, Create new information.

The feature Create new information is often being used to add company specific information regarding their chemicals/chemical inventory. The possibility to attach a document in the feature "New information" would make it possible to add general routine documents, documents with internal lists of chemicals approved for purchase etc.
